In the manga Chibi2 is definately Sailor Cosmos. In the anime however...
The thing is: If she is really Galaxia's starseed...how come that Galaxia is still "workable" tho Chibi2 remains outside of her, if you know what I mean? It is after all even the very last shot of the entire old anime, aka Gal, Usagi, Chibi2 ...
Gal gotta send away Chibi Chibi in order to not allow Chaos to capture her. Chaos fully swallows Gal then, and now she is his sock puppet. Kinda like in Uraneptun's Puppet Master ep. (In the manga Chaos is a "she" cause I've read "Sailor Chaos", right?)
When Usagi almost is dying and Chibi2 is doing some transformation...then she happens to look like Usagi (or actually: Serenity)...and she is speaking with Mitsuishi Kotono's voice, and saying "I am the light of hope"...hmm...the being that looks like Serenity and sounds like Serenity speaks out "I am the light of hope"...and what's up with the Sailor Star Makenai song? I can only quote fan translations here... "You were gone and my odyssey began thru the universe...and the light of hope is shining from that foreign (?) planet called earth..."
And then Sailor Smile, Sailor Wing, Sailor Yell, Sailor Eyes
All the things Usagi is doing after Chibi2 is temporarily gone...
I think: Usagi is the Chosen One, the actual Messajah in the Sailor Moon universe (in contrast to Saturn!), but in a different way: The one who saves the cosmos from the chaos...and we know: Every "astronomic entity" seems to have a "humanoid sailor equivalent", the cosmos as a whole too!
I think in the anime Sailor Cosmos was trying to escape from Chaos. She searched for protection (symbol: The umbrella!) and she found Sailor Galaxia, but Galaxia couldn't fight Chaos, so she had to send away her. She did call her light of hope tho...
Chibi then finds Usagi. Usagi then catches the parasol...so she's now the protector.
I am not sure: Is Sailor Cosmos intentionally morphing herself into a toddler in order to make it harder for Chaos to capture her and use her - and her mind - as sock puppet?
Ok, Usagi trying to fight a corrupted Gal, Chibi Chibi now there as a sword. Doesn't work, the swort is smushed into pieces, Chibi2 as it seems now dead.
But we later will see: Chaos "only" swallows Sailor Beings, as if he only wanna get their powers. As soon as he's beaten (not killed), he gotta kind of spit them out again, Chibi Chibi too...
But for now he has them all - except for the Starlights and Usagi. But Chibi2 is now captured too. This means: Chaos and Cosmos are now merged or at least about to merge, and with conventional fighting "techniques" nothing can be done anymore...hence now Usagi's most unconventional effort...
I think this is the reason why Galaxia now has such an ugly voice and looks so, well, bleached. Yep, speaking of role models in manga and anime history... (I really was like "hmm" when I saw Bleach's Aizen in his final bleached form going utterly nuts cause Ichigo was able to harm him and make him bleed. Like the Starlights vs Gal...however: "The Itch" fights rather conventionally)
Ok, light of hope and stuff: I think Chibi Chibi and Usagi are each other's light of hope: Chibi2 encourages Usagi by literally making her stay alive (she couldn't do so on Gal tho Gal too called her the light of hope) - and Usagi pulls all of them out of the Chaos. The Galaxia sock puppet is kind of the end of the rope, so to speak...
There are of course a lot of bittersweet aspects: Chaos is still there of course, I think his disappearance would make the universe disappear too, kinda like in the manga, but also: Usagi is still very fragile and sensitive and needs protection ("Oh Mamo-chan, promise that you'll never leave me..." man them feelz T-T Chibi2 was the one who brought him back. Her light of hope depents on Mamo the protector...and Seiya is receiving some kick in the butt....it's imho no happy end at all...one might use "technical terms" aka "The end is just the beginning" and "The journey/odyssey goes on"...you know, Odysseus/Ulysses the sailor, warrior and scout by Divine order...)
Another rather bitter and less sweet instance...as long as the Sailors and/or their reincarnations manage to stabilize (Sailor) cosmos, Nehelenia and the Animal Eyes gotta stay in their neverending dream world... "Could someone sing for me a lullaby" and stuff...
Oh my, another wordy "interpreting theory" and the term "far fetching" yet again a joke here XD
Nevertheless I'm hoping for an honest response
